Employment
Total employment on tobacco factories in Ukraine has decreased from 6666 persons in 1995 to 5652 persons in 2000. It could be justified for Ukrainian factories where production decreased. On most successful joint ventures employment is growing (Philip Morris) or stable (Reemtsma). But if we compare such indicators as number of workers used to produce 1 billion cigarettes it is much lower at these joint ventures (about 50 to 150, while on Ukrainian factories it is from 200 to 300. So any policy that could support increase of cigarette production in Ukraine should not cause increase of employment on tobacco factories.
In 1998 R.J.R.-J.T.I. closed factory in Lviv just after five-year period of favourable taxation which was granted in 1993. 620 workers were discharged.
